You'll need to provide much more information before anyone can help. There are numerous things that could cause that from hardware that's underpowered or over utilized to a Wordpress theme that's loading assets that are timing out.
The Wordpress Jumpbox is
The Wordpress Jumpbox is running under VMWare. It has 984MB of memory committed to it with Two Processors. The base server is a Dell 2950 Quad Core Dual Proc box with 8GB of ram.
Having some PHP issues as well...
On top of the slow load time, we are currently having PHP issues. Pages aren't loading fully, our homepage in dev has been intermittently down. We are running a TON of plugins, which could ultimately be causing the slow load time, but it seems server side to me.
It sounds like some resource is causing problems
Given that you say you have a lot of plugins that's going to be the first culprit to look at. Wordpress can often appear to slow down considerably if there is some resource that it is trying to load that has to time out or it could be some plugin hammering the database or something it's really hard to say. Based on the info you've provided so far I'd start looking at the plugins and your theme to find out what it's doing that could be slowing things down. Until you know that there's really no way to know how to fix it.
