I tried every possible configuration in the admin interface to no avail. When a new ticket is created, the field for "Owner" only show "-". I can not click and select an owner from the list. I have set the apropriate queues for the users and they have all rights for their groups granted.
What am I still missing? Thanks for any hints.

I think you need to select a queue (To:) before selecting an owner. But first, you'll need to go Admin > Queue and for each of the queues, select a group. Then go to "Users <-> Groups" and put users in the group for the queue. Let me know if this didn't work. David
select owner - Safari Bug?
Well, of course you are right. And, of course, I had selected a queue before I tried to select an owner. The interesting thing is, that with this new Version (1.1.2 / 2.3.1) Safari does not seem to confirm the selection and therefore OTRS does not offer me available owners. Only if I select a queue AND then press the "Enter" or "Return" key, available owners magically show up! As I suppose, this is not the expected behavior, is it? Could this be changed or is it a bug in Safari? FireFox, at least, seems not to be affected.

I see what you mean now. Not sure if it is Safari or the Javascript in OTRS. For what its worth, IE7 (Windows) works like Firefox.
