i'm using jumpbox vtiger 1.1.1
everthing works fine....
except the email notification for vtiger. system doesn't send any reminders to the users.
does anybody know how to get the cronjob work?

It looks like these cron jobs are missing from the current release of the JumpBox. this will be fixed in the next release, which should be within the week. Thank you for bringing this to our attention.

can i upgrade jumpbox to the revised version without updating to the new vtiger version?
must i buy a new license for upgrading?

The only upgrade path supported by JumpBox is that described in out wiki:

The whole virtual machine gets upgraded and you end up using whatever version of the application is on that new release of the JumpBox. If that new JumpBox contains a new version of the application, then you are forced to use that. There is no option. The nice thing is, using our backup and restore process to upgrade, it allows you to inspect the new version on a separate JumpBox without having to disturb the production JumpBox. Once you have validated that your data upgrades smoothly and that the application still suits your needs, you can then switch over to it. Always make sure to fully verify that your data has migrated and the app works to your satisfaction, prior to destroying your previous JumpBox.
Your license is actually an annual subscription to anything in our library. You are limited to the number of "production" JumpBoxes shown in your fulfillment email, but your key will work on any JumpBox released prior to the key's expiration date. So if your key expires in February 2011, then you could potentially use any vtiger JumpBox released before then.
Since the JumpBox is yours to do what you want to it, you may deviate from our supported upgrade path and manually update the OS and application yourself. Though this will require linux expertise and JumpBox staff will not be able to help you except on a consulting basis.

I've checked settings and I've send an email via sendmail -t....
no problems. I've received the email within seconds.
no changes with my fault.
all other notifications are send without problems from vtiger (for example new meetings or changes on customer data).

All JumpBoxes are shipped with fully functional email capabilities and with application specific cronjobs enabled by default. It is more likely that your email is being marked as spam or simply doesn't make it out of the LAN where you JumpBox is located. Please see this FAQ on our documentation wiki:
