Moodle jumpbox port 3000 not working

Hello I have two moodle servers one running an older jumpbox and one running a new jumpbox.

the new jumpbox had its IP address changed a few times as I was trying to get LDAP working on the moodle box.

I now can not get to port 3000 on HTTPS it says the connection was reset.

I also tried resetting per

I can get to http://:3000 but that says I am viewing https over http and when I hit hint it does not work.
