~An answer just in case you didn't already find it~
Hey, I was having the same question and found a reference in the update notes under enhancements to the effect that "new topic template list shows any topic ending in Template under template list..."
So to try it out, I just created a BlankTemplate under the web I was working on and sure enough it shows up in the list now (and works!)

Yes, i've been there...it tells you how the template mechanism works, but it doesn't tell you how to create a new one, or where to put it (and how) so that it appears in the list of available templates to use?
